TortoiseSVN->Settings 메뉴로 들어가서
아래와 같이 TortoiseSVN Settings 창을 띄웁니다.

General->Subversion 의 Subversion configuration file 의 Edit 버튼을 누릅니다.
C# 의 경우 global-ignores 를 위와 같이 설정합니다.
아래와 같이 TortoiseSVN Settings 창을 띄웁니다.
